OWI Arrest

Chad Schumacher 39, was arrested and charged with OWI 2 offense and eluding after taking police on a chase through the city that started on Clark Drive and ended on West, 23rd and Valeria Street after hitting a utility pole around11:52 p.m. last evening. Schumacher was taken to a Dubuque Hospital where he was evaluated and released. Schumacher was arrested after his release around 03:44 a.m. this morning.

Our view: Cameras, extra police presence, and citizen involvement have been a deterrent to gun violence.

We're in the month of December and Dubuque has seen a remarkable decrease in gun violence.

In the year 2018, we have had only 4 shots fired calls, with two injuries this year and there has been a drastic downward trend. In the year 2015, there were thirty-three shots fired calls, six injuries and two deaths.

This all can be contributed to Dubuque Police Chief Dalsing adding increasing police presence to troubled areas of the city, increased video cameras provided by our city leaders and citizen reports of seeing individuals with guns and cases being taken by the federal courts.

Let us hope this can be a trend that can continue.

Rite Hite Targeted Again.

Dubuque Rite Hite was targeted again by someone apparently not happy with the company. For the second time this month someone has written a note threatening to blow up the business.

Dubuque Fire and Police responded the first time on November 13th. Dubuque Police and Fire units responded to Rite Hite 4300 block of Chavenelle around 9:43 a.m. For a bomb threat.

The building was evacuated by fire and police personnel after they checked the building and employees were allowed back in the building.

Today Dubuque and Fire were called for a bomb threat around 10:16 a.m.this morning after an employee found a letter. The building was checked and employees went to work around noon today.

Both incidents remain under investigation.

Grant County Reports

Vehicle crash with injury and entrapment
CFS18-28367 11/05/18 Hwy 18 at County F, FENNIMORE, WI

On November 5th at approximately 4:43 pm, a Grant County Deputy
was parked near the substation on County F near Hwy 18. While parked
at the substation, the Grant County Deputy heard a loud bang, he looked up and observed two vehicle moving out of control with heavy damage to both vehicles.

A 2006 Ford Explorer operated by Erica Dedrich, age 28 of Lone Rock, was east bound on Highway 18 when
Janice Klar, age 64 of Stitzer, was at the stop sign on county Road F, in her 2006 Pontiac Vibe.

Janice pulled away from the stop sign in front of Erica's vehicle and the collision occurred. Janice was trapped and suffered injuries to her left side. She was extricated by the FennimoreFire Department and Transported to Grant Regional by Fennimore EMS.

The crash remains under
investigation.

On November 6th at approximately 8:08 a.m., the Grant County Sheriff's Office responded to a two vehicle crash on Stanton road just north of
County O. Gary Henry, age 57 of Platteville, was operating his 2003 Dodge Caravan northbound while Emma Udelhofen, age 18 of Potosi,was operating a 2007 Buick Lucerne south bound.

The Henry vehicle crossed the center line and entered the southbound lane of travel. The Henry vehicle struck the Udelhofen vehicle in the front passenger side while in the southbound lane of travel. This crash remains under investigation.

Grant County OWI Arrest

November 4, 2018 at about 3:30 PM the Grant County Sheriff's Office received a call regarding a car driving on the wrong side of the road and swerving around on the highway on Hwy 35/81 coming into Lancaster, WI. The caller said that the car was a gold Impala and was completely on the wrong side of the road. The investigating deputy caught up to the vehicle on Old Potosi Rd just south of the City of Lancaster. The deputy saw the car driving completely on the wrong side of the road there as well. The deputy was able to stop the vehicleabout ¼ mile south of Lancaster.

The investigating deputy noticed a strong odor of intoxicants from the vehicle and asked the driver, James Fishnick, 61, of rural Bloomington,to perform standardized field sobriety tests which the driver was not able to complete. The driver was arrested for OWI, 3rd Offense and was
taken to Grant Regional Health Center for further testing. The driver was then booked in the Grant County Jail for OWI, 3rd Offense. He was also cited for Operating Left of Center.

The vehicle was towed from the stop by Bennett's Towing of Lancaster.

**Persons arrested by the Grant County Sheriff's Office are presumed innocent until proven guilty by a court of law. An arrest is only an
indication that probable cause exists to bring formal charges.** The names of victims and witnesses to a crime have been withheld in accordance with §950.04.

Possession of Sawed-Off Shotgun Sends Dubuque Man to Federal Prison


Kept the Shotgun and Hidden Meth at his Home

A man who possessed an unregistered sawed-off shotgun and who was an unlawful user of methamphetamine was sentenced on October 26, 2018, to one year in federal prison.


Michael Dennison, age 41, from Dubuque, Iowa, received the prison term after a June 18, 2018, guilty plea to possession of an unregistered short-barreled shotgun.

In a plea agreement, Dennison admitted that he possessed the sawed-off shotgun from the summer of 2017 until February 16, 2018, when police officers seized it during a search warrant executed at his home.  The gun was loaded.  Sentencing documents indicate that officers also found methamphetamine hidden in a hole cut out from the Dennison’s mattress.  Dennison also provided a urine sample that tested positive for methamphetamine. 

Dennison was sentenced in Cedar Rapids by Chief United States District Court Judge Leonard T. Strand.  Dennison was sentenced to twelve months and one day in prison.  He must also serve a two-year term of supervised release after the prison term.  There is no parole in the federal system.

14 - Year Old Male Hospitalized.

Grant County authorities and West Grant County EMS. Were called to River Ridge High school in Patch Grove Wisconsin for a report of a 14- year old male down.

After initial investigation authorities were convinced the 14 — year old male got alcohol poison vaping it through a vaping device.

The  14 — year old was transported to Crossing Rivers Medical Center and then airlifted to University Of Wisconsin Madison Hospital in serious condition.

Two Arrested In Yard Arm Store Theft.

Dubuque Police was called to the Yardarm Bar and Grill 1201 Shrias Ave.
By employees for a shoplifting.

Shortly after police responded getting a description of two subjects locating both at 2300 Rhomberg Ave, near the Dairy Queen.

After further investigation officers investigation determined fishing tackle was taken from a boat and a building was broken into. Some of the stolen items were found in a pink backpack.

Gerald Matthew Nadermann, 56, was arrested on a charge of theft in the 3rd Degree — Shoplifting, theft in 4th Degree-all Other Larceny. Criminal mischief 4th degree, drug possession of controlled substance and possession of burglary tools and Elizabeth Sharon Hammer, 33, was arrested on a charge of theft in the 3rd Degree - Theft from Building. Theft 4th Degree — All other larceny and possession of burglary tools.

City of Asbury Hosting Surveillance Camera Fourm

The city of Asbury is holding a meeting at city hall Wednesday, October 17th, from 6 to 8 pm. on surveillance cameras. The city has been expanding its camera system throughout the city and is asking citizens to think about doing the same to protects their homes. It's a known fact that cameras can cut down on crime and can save homeowners money on their insurance.

Today's Surveillance systems today use better technology to collect evidence and are relatively inexpensive.A security vendor will be on hand to show cameras and answer questions.

December  4th, 8:30 pm. arrival time at Hawthrone Street. The show starts at 8:45 pm.and ends around 9:15 pm.

This year show features the Trews and Willy Porter, the guest is asked to donate a food item to help food banks across the country.

On Tuesday, October 9, 2018, at approximately 7:53 A.M; the Grant County Sheriff's Office was dispatched to Hwy 81 near Ellenboro Road in
Ellenboro Township for a one-vehicle accident. After speaking with the Thill it was determined he failed to maintain control of his vehicle. Thill
lost control of the vehicle after hitting the shoulder of the roadway. Thill overcorrected and lost control, the vehicle went off the south side of
the roadway and came to a rest after hitting a fence line and a large rock boulder. There were no injuries reported.
The Thill vehicle was towed by Bennett's Towing from Lancaster.
The vehicle received heavy front-end damage and undercarriage damage. The airbags did not deploy.
Thill was cited for Inattentive Driving.

On October 9, 2018, at about 3:33 PM the Grant County Sheriff's Office received a call of a slide off on Hwy 61 just south of McGhan Rd,
Fennimore, WI. The investigating deputy learned that Jacob Reuter, 23, of Platteville, was driving his 2016 Chevy Cruze going south on Hwy
61 out of Fennimore. There was a heavy rain at the time making visibility poor and leaving a lot of water on the road. Jacob lost control just as
he passed McGhan Rd, spun around counter clockwise, off the right side of the road and came to rest with the rear of the car in the creek just
off the highway.
Jacob was wearing his seatbelt and was uninjured in the crash. The vehicle sustained minor damage to the rear. The vehicle was removed
Illinois Man Pleads Guilty to Unlawfully Possessing a Gun in Dubuque

Evidence Showed that Unlawful User of Cocaine and Marijuana Fired Nine Shots from a Handgun at an Occupied Building

An unlawful user of cocaine and marijuana who possessed a loaded handgun and shot at a building in Dubuque, Iowa, pled guilty today in federal court in Cedar Rapids.

Ricardo Sanchez, age 32, from for Forest City, Illinois, was convicted of one count of possession of a firearm by an unlawful user of controlled substances.

At the plea hearing, Sanchez admitted that he was in Dubuque on November 27, 2017.  He further admitted that he possessed a 9mm pistol and at least

9 rounds of ammunition.  Sanchez was an unlawful user of both cocaine and marijuana.

Evidence at a prior detention hearing showed that in the early morning hours of November 27, 2017, Sanchez arrived at a club in downtown Dubuque.  After entering the club, Sanchez got into an argument with the club owner.  He then left the club and returned to his vehicle.  Sanchez is then seen on traffic camera video retrieving something from his vehicle.  He then returned to outside the club, which was occupied, and fired a handgun towards the building multiple times.  Police later recovered 9 spent 9mm shell casings from the area of the shooting.  After firing the handgun, Sanchez returned
to his vehicle and drove from Dubuque into Illinois.  He was arrested later on November 27 in Galena, Illinois.  Police recovered the 9mm pistol from along the road outside of Galena.

This case was brought as part of Project Safe Neighborhoods (PSN), a program that has been historically successful in bringing together all levels of law enforcement to reduce violent crime and make our neighborhoods safer for everyone.   Attorney General Jeff Sessions has made turning the tide of rising violent crime in America a top priority.   In October 2017, as part of a series of actions to address this crime trend, Attorney General Sessions announced the reinvigoration of PSN and directed all U.S. Attorney’s Offices to develop a district crime reduction strategy that incorporates the lessons learned since PSN launched in 2001.

Sentencing before United States District Court Judge Linda R. Reade will be set after a presentence report is prepared.  Sanchez remains in custody of the United States Marshal.  Sanchez faces a possible maximum sentence of 10 years’ imprisonment, a $250,000 fine, and 3 years of supervised release following any imprisonment.

The case is being prosecuted by Assistant United States Attorney Tony Morfitt and was investigated by the Dubuque Police Department, the Bureau of Alcohol, Tobacco, and Firearms, the Galena Police Department, and the Jo Daviess County Sheriff’s Office.

Dubuque Man Sentenced to More than a Decade in Federal Prison for Meth Trafficking


Sold Ten Pounds of Ice Methamphetamine Over the Course of a Year

A man who trafficked methamphetamine throughout Dubuque, Iowa, and unlawfully possessed a firearm while using methamphetamine was sentenced on September 11, 2018, to more than 11 years in federal prison.

Richard Thomas Hense, age 34, from Dubuque, Iowa, received the prison term after a May 10, 2018, guilty plea to conspiracy to distribute methamphetamine and possession of a firearm by a drug user.

Evidence presented at court hearings showed that from about September 2016 until October 2017, Hense sold approximately ten pounds of ice methamphetamine throughout Dubuque that he had received from Derek Richard Rath.  Rath was getting the methamphetamine in the mail from a source in Phoenix, Arizona.

On the night of October 13, 2017, officers stopped Hense for a traffic violation.  The officers searched Hense’s vehicle and found a half-ounce of ice methamphetamine, prescription pills, a digital scale, a loaded .32 caliber revolver, and fifty-three rounds of ammunition.  Hense admitted to possessing the methamphetamine and firearm.  He also told officers that he had been smoking methamphetamine for the past year.

Hense was sentenced in Cedar Rapids by United States District Court Judge Linda R. Reade.  He was sentenced to 141 months’ imprisonment.  Hense must also serve a five-year term of supervised release after the prison term.  There is no parole in the federal system.

Hense is being held in the United States Marshal’s custody until he can be transported to a federal prison.

This case was brought as part of Project Safe Neighborhoods (PSN), a program that has been historically successful in bringing together all levels of law enforcement to reduce violent crime and make our neighborhoods safer for everyone.  Attorney General Jeff Sessions has made turning the tide of rising violent crime in America a top priority.  In October 2017, as part of a series of actions to address this crime trend, Attorney General Sessions announced the reinvigoration of PSN and directed all U.S. Attorney’s Offices to develop a district crime reduction strategy that incorporates the lessons learned since PSN launched in 2001.

The case was prosecuted by Special Assistant United States Attorney Drew O. Inman and investigated by the Dubuque Drug Task Force, Dubuque County Sheriff’s Office, Dubuque Police Department, Iowa Division of Narcotics Enforcement, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

The Dubuque Community School District is thinking about pushing back the start time for middle school and high school students next year. The later start could affect some parents ability to get there children to school, while the benefits of a later start time could benefit students.

Disturbance

Dubuque Police responding to a disturbance the area of the Green Room 285 Main Street.

Assault

Dubuque Police are on the scene of an assault that took place in the 1600 block in the alleyway. Fire and Ambulance responding.

Betwell interrogation inadmissible.

Iowa District Judge Monia Wittig has determined that Helmon Betwell's Miranda rights were violated when he indicated he no longer wanted to talk to detectives at the Dubuque Law Enforcement Center on September 1st,2015. At that point, the interrogation should have stopped.  For that reason she wrote that his statement was inadmisdable.

It was also ruled that Helom Betwell was not competent when he signed a Miranda waiver at the Dubuque Law Enforcement Center interrogation room Sept 1st, 2015.

Helmon Betwell is charged with First Degree Murder and two counts of sexual assault of Nancy Kraphl, camera footage showed him at the scene at 17th and Heeb Street.
